Charles A. Schue, III
Founder & CEO
Since the mid 1970’s, Chuck has moved in and out of Loran and eLoran efforts on behalf of the U.S. Coast Guard and the private sector. A recognized expert in radio navigation systems, his contributions have led to major critical infrastructure and safety-of-life PNT system improvements. Chuck champions providing alternative positioning, navigation, time, frequency, and data solutions to “sky-challenged” users through low-frequency, co-primary alternatives to GNSS.
Chuck was the first Program Manager for the Congressionally mandated Loran Modernization and Upgrade Program that started in the mid-1990s. He was also the founding Commanding Officer of the Loran Support Unit, one of the Coast Guard’s five Centers of Excellence. All the technology that was later fielded for the U.S. effort to convert their Loran-C system to eLoran, and subsequently for similar transitions internationally, was designed and developed during his tours of duty at the former Coast Guard Electronics Engineering Center or Loran Support Unit.
A Certified Quality Engineer and Certified Quality Auditor, he is also a Senior Member of the American Society for Quality and the Institute of Electrical and Electronics Engineers. He is a Fellow of the Royal Institute of Navigation (“FRIN”) and a Fellow of the Institute of Navigation (“FION”). Chuck participates, and has held several positions, in industry organizations such as the ION, RTCM, SAE, and AFCCE. He holds master’s degrees in electrical engineering, engineering management, and business administration.
Stephen Bartlett
President
Steve Bartlett joined UrsaNav in 2013 as Vice President of Operations, moving up to Executive Vice President, and becoming its President in 2019. He is responsible for all aspects of business operations including manufacturing, engineering, quality control, program management, and project delivery. Steve brings more than 20 years of engineering and manufacturing business industry expertise to UrsaNav. Prior to joining UrsaNav, Steve led worldwide teams at both Autodesk and PTC focused on helping clients gain the most value from their technology investments in product lifecycle management and engineering solution software.
Steve served as an active duty officer in the U.S. Coast Guard and retired in 2011 from the U.S. Coast Guard Reserve. While on active duty in the Coast Guard, Steve served as a Project Officer and Division Chief at the former Loran Support Unit in Wildwood, NJ, where he oversaw several Loran Modernization Projects and the Transmitter Master Configuration Baseline Equipment Suites. He earned his undergraduate degree in Electrical Engineering from Northeastern University and later earned a Master’s degree in Electrical Engineering from North Carolina State University.
Erik Johannessen
Chief - Business Development
Erik Johannessen is Chief Business Development Officer at UrsaNav. He is responsible for leading business development and provides technical and operational expertise with Low Frequency systems, services, and products. Prior to joining UrsaNav in 2013, Mr. Johannessen was President of Megapulse, Inc. Prior to serving as President of Megapulse, he was instrumental in promoting the adoption of several key eLoran technologies including secure low data rate communications on Loran and H-field antennas.
Dr. Paul McIntosh
VP, Engineering
Paul McIntosh joined the UrsaNav team in 2023 as Vice President of Engineering and Manufacturing working on delivering Low Frequency systems to UrsaNav’s global customer base. Paul is a graduate of the University of Leeds with M.Eng and Ph.D degrees in Electrical and Electronic Engineering with a focus in RF/Microwave design. He has 25 years of experience in the RF/Microwave field working as a business leader, designer, and technical manager focused on complete systems, modules, and components for a range of wireless applications such as microwave radio infrastructure, handsets, and WiFi/WLAN.
Prior to joining UrsaNav, Paul was Director of Engineering at Starry and a Senior Engineering manager at ONsemi as well as holding various roles at Paratek Microwave, M/A-Com, and Raytheon. Paul’s experience covers all aspects of product and business development through specification, design, and verification, transition to production, customer support, and management of engineering teams.
Dr. Gerard Offermans
Principal Research Scientist
Dr. Gerard Offermans joined UrsaNav in 2010 as Senior Research Scientist, leading its R&D project work and eLoran product development. He supports customers and operations in the European, Middle East, and Africa region from UrsaNav’s EMEA office in Belgium. Gerard is maintaining, expanding, and educating eLoran technology within UrsaNav, more specifically on eLoran Monitor and Control equipment, the Loran Data Channel, receiver technology, and Differential eLoran for Maritime and Timing applications. Gerard is the principal investigator of UrsaNav’s Private eLoran patent.
Prior to joining UrsaNav, Gerard worked as Technical Director at Reelektronika. He served as board member of the International Loran Association and Chairman of the GAUSS Standardization Group. He is one of the developers of the Eurofix Loran Data Channel deployed at Loran installations around the world, for which he received ILA’s Medal of Merit. Dr. Offermans received a Ph.D. degree, with honors, and a Master’s Degree in Electrical Engineering, from Delft University of Technology in the Netherlands. He is lead- and co-author of over 50 scientific papers.
Kevin Klein
Director of Programs
Kevin Klein joined the UrsaNav team in 2023 as a Senior Program Manager and was promoted to Director of Programs in 2024. He is responsible for leading the operations and program management functions at UrsaNav. He is an experienced Operations Executive and Program Manager (Certified PMP). Kevin is a graduate of the US Naval Academy with a BS in Physics (Oceanography and master’s degrees in business management and international strategic studies. He served a 20+ year career as a Naval Officer with expertise in Naval Aviation, Strategy, Operational Test and Evaluation, and International relations.

Just prior to joining UrsaNav, Kevin served as a Program Management SME at the Mainsail Group supporting the Department of the Air Force consulting in DoD acquisitions and large project contract development and oversight for both Security Forces and at Kessel Run, the Air Forces Software Factory. His expertise covers all areas of Operations and Program Management with a particular focus on the Operational effectiveness of systems.
